In the early 70's, the world as we knew it ended abruptly in a bio-nuclear war that saw 95% of humanity decimated. Every single city of the planet was whipped off the suce the world, leaving chaos and desolation everywhere. The very concept of government collapsed after the nuclear shocks and a few factions of survivors emerged to rule the new world. A few years after the catastrophe, the first effects of the bio-weapons appeared: death as we knew it got replaced by a mutation that turned people into powerful and savage creatures that we are commonly called "crawlers" (zombies).
